Warren County Judge-Executive's Race - Part II

One thing Jim Duffer wants to do is split Warren County’s 5th District in half, since it's twice the size of the other two largest districts.

"We could have districts 4, 5, 6, and 7 almost equal in physical size. And the county judge would probably never have to break a tie vote. So basically then the magistrates could be running the county," Duffer said.

In response Judge Mike Buchanon said, "State law requires districts to be within 10 percent of the same population size as the others, and that's the reason the geographical size of some of these is a little distorted."

On another issue Jim Duffer said, "I'm a firm believer in term limits, and I'd like to see the voters initiate them. I believe Basil Griffin was in for 34 years and now our buddy Mike Buchanon is 12 years and lookin' for another four. And it almost looks like one-man rule and I don't believe that's democracy."

In fact, Duffer said he believes the Transpark is the result of a lack of democracy. "Number one, it looks like oligarchy to me. It looks like a bunch of people got together on Saturday night, and said we're gonna move this airport out of our back yard."

And since the county appears intent on moving the airport, Duffer wants to know why the Environmental Impact Statement on the Transpark hasn't been done yet.

"They turned down over $1,000,000 in federal funds for highway, because it would have triggered the Environmental Impact Statement as soon as they started on that," Duffer said.

On the same issue Judge Buchanon said, "We asked for an Environmental Impact Statement to be done on some roadwork that's been done out there. And found the state and federal government didn't feel it was necessary to have it done out there."

"There will be at some point a federal action that will require us to have an Environmental Impact Statement. Those are very costly, usually upwards of $1,000,000, and for us to spend $1,000,000 plus right now in a redundant fashion, then have taxpayers pay for another Environmental Impact Statement at the appropriate time would be absolutely irresponsible on our part."

Buchanon also said the appropriate time for the Environmental Impact Statement will be when the Federal Aviation Administration asks for it, during the airport phase of the Transpark.

Democrat candidate, Harold Brantley, lost his run against Buchanon four years ago, when he opposed the Transpark. In part three we'll hear what Brantley thinks about the Transpark now, and his reaction to the newspaper ads Buchanon took out against the group Good Citizens for Good Government.
