Franklin Incinerator Plant to be Sold

At a special session last Thursday, the Franklin City Commission voted to surplus and sell an 18-year-old garbage incineration plant that has been dormant for 15 years.

The plant cost the city $5 million in debt service, but was only in operation for just over two years, from 1985-1987. Environmental and health concerns forced the shutdown of the plant, which has never been re-opened. Monarch Environmental took control of the property and its' debt service as part of their waste disposal contract with the city, but former city officials believe the debt has been paid through increased rates for city customers.

Surplusing the property will mean selling it to the highest bidder, and former mayor Larry Freas believes that sale could yield an asking price of $500,000.
