When the general assembly convenes in January 2007, it may consider an amendment to reduce the governor's power to issue pardons. This, according to Kentucky House Speaker Jody Richards, who said he would strongly support such a measure.
Richards said he thinks Governor Fletcher abused his pardoning powers during the investigation of the administration's hiring practices. The grand jury investigating the administration returned 29 indictments. But last August 2006, Fletcher issued blanket pardons to any member of his administration who might be charged.
Fletcher said the pardon power is extremely important, especially as a last stop for justice in cases of human error or wrongful prosecution.
