Medicaid Hearing Gets Shuffled in Frankfort

The controversial issue of Medicaid cuts is getting shuffled around in Frankfort.

The House-Senate Health and Welfare Committee was scheduled to discuss the cuts on Oct. 15, but legislative leaders recently voted to hand the issue over to the General Assembly's budget committee, upsetting many Medicaid patients, as well as some politicians in Frankfort.

If a hearing is not held within 30 days after the matter is referred to this second committee, the new regulations go into effect without a hearing.

Since the Budget Committee doesn't have any meetings scheduled for this month, some Medicaid patients and their caretakers worry this issue will get swept under the rug.

Overview of the Medicaid Program

  • Title XIX of the Social Security Act is a program which provides medical assistance for certain individuals and families with low incomes and resources.

  • The program, known as Medicaid, became law in 1965 as a jointly funded cooperative venture between the Federal and State governments to assist States in the provision of adequate medical care to eligible needy persons.

  • Medicaid is the largest program providing medical and health-related services to America's poorest people.

  • Within broad national guidelines which the Federal government provides, each of the States:

    1. establishes its own eligibility standards;

    3. sets the rate of payment for services; and
