Governor Fletcher's personnel secretary says the overall percentage of minorities and women has increased slightly since Fletcher took office in December 2003.
But he says the merit system law for civil service workers has hampered the ability to recruit a diverse work force because it says personnel decisions cannot be made on the basis of "ethnic origin or sex."
The goals for all of state government are 10 percent for minorities and 52 percent for females.
The latest report shows minorities accounted for a little over five percent of the workers in Fletcher's office.
Women made up a little over seventy percent.
