Fight Over Gay Marriage Amendment Polarizes Frankfort

The fight over a proposed constitutional amendment that would define marriage as being between a man and a woman led to a wild scene on the floor of Kentucky's House of Representatives and accusations from Governor Ernie Fletcher.

Democratic House leaders led by Speaker of the House Jody Richards (D)-Bowling Green used parliamentary procedures to defeat Republican efforts to bring the proposed amendment to the floor for a full vote.

Supporters of the amendment booed from the House gallery, and cheered supporting legislators even as their efforts fell short.

Republican Gov. Fletcher and other GOP legislators accuse the Democratic leadership of violating House parliamentary procedures, an accusation Richards and others flatly deny.

Richards says a 1998 law banning same sex marriages is sufficient, but Fletcher says that law, unlike an amendment, could be overturned by a judge.
