Fletcher signed an executive order, calling for a special session beginning on July 5, in Frankfort.
He said the session is necessary to provide tax incentives for coal conversion plants looking to build in Kentucky.

Last week House Speaker Jody Richards left open the possibility, House lawmakers have the option of convening and dismissing on the same day without taking action on the measure.
Lawmakers are also expected to address capital projects an income tax break for active duty and reserve military families and domestic partner health insurance benefits at public universities.
