Last-minute snags related to costs have delayed formal release of the legislation until later today.

An analysis from the Congressional Budget Office is expected to be released then.

Meanwhile, Congressman Dennis Kucinich has become the first Democrat in the House to say yes to President Barack Obama's health care legislation after voting no on an earlier version.

Kucinich had been a longtime liberal holdout.
