Idaho plans to sue the federal government if residents are forced to buy health insurance.
Gov. C.L. "Butch" Otter signed the measure requiring the attorney general to go to court.
Similar legislation is pending in 37 other states. But constitutional law experts say the action is mostly symbolic and won't hold up in court.
