House Speaker Jody Richards said lawmakers made some progress and that talks will resume on Aug. 16, 2007, with a possible special session looming by the start of next week.

House and Senate leaders offer no new details on the proposal.

Richards and Senate President David Williams claim they’re optimistic they can come to an agreement soon.

State lawmakers have spent the summer considering a proposal that calls for $300 million in tax breaks for the plant.
