St. Louis based company Peabody is considering building a $3-billion coal plant here, which could be worth hundreds of millions of dollars.
If approved, the measure also would provide financial incentives for any other qualifying companies that build alternative fuel facilities.
The measure now goes to the Senate, where legislators expect it to pass easily.
