The victims of the September 11 attacks were remembered during a ceremony in Frankfort.
Many police officers, firefighters and National Guardsmen took part in the service in front of the State Capitol.
Governor Fletcher also paid tribute to Kentucky soldiers, now serving in the war on terror.
"We're here not only to remember those that lost their lives, but also to honor those who have stepped forward, who have been willing to give the ultimate sacrifice, that we remain free," Governor Ernie Fletcher said.
Officials say more than 1500 Kentucky National Guardsmen are now serving in the war on terror and 1200 of them are in Iraq.
