The storm that hit shore early Sept. 13 as Hurricane Humberto is downgraded to a Tropical Storm as it bears down on central Louisiana.
Hurricane Humberto made landfall near the eastern tip of the Texas coast in the same area where Hurricane Rita hit two years ago.
At this point, only one death is blamed on the storm when a man's carport collapsed on top of him in east Texas.
The heavy rainfall could cause new flooding in the region.
Louisiana's governor has already declared a state of emergency.
