Blue Light Rights Taken From Constables

Constables say they provide eyes and ears on the streets, they direct and monitor traffic and provide security.

Another thing they say they do, traffic stops, but not anymore.

Warren County Fiscal Court gave constables blue lights in 2004 and Friday, they agreed unanimously to take them away.

This coming after research revealed the insurance liability to the court was too great of a risk to continue.

"If the fiscal court grants the constables the ability to use blue lights on their vehicles. That's when our liability comes into play," says Warren County Attorney, Amy Milliken.

Just yesterday, the Kentucky Law Enforcement Council's report questioned the need for constables at all.

"The timing was ironic really. We were surprised when the report came out the day before we were going to present this to the fiscal court," says Milliken.

The report stated after a year-long study, the council found only one-fourth of one percent of law enforcement duties are performed by constables.

One local constable says otherwise, "the constables report to the people, they don't report to an agency, so we may be doing something and nobody really realizes it." says District Four, Warren County Constable, Rick Bruce.

Another issue in the report, constables are not trained officers.

"The Kentucky Department of Justice will not allow us to get training. I would rather see them take that five percent, or whatever figure it is, and provide training for us," says Bruce.

"We were elected to do a job, and I just hope we don't get our hands tied where we can't do it," he says.

According to the resolution passed Friday morning, Warren County Constables now have 30 days to remove the blue lights from their patrol cars.
