They are known as man's best friend but with Kentucky animal cruelty laws ranked last in the nation, it becomes difficult to protect abused animals.

But some are lobbying toward stricter policies that will keep animals in Kentucky safe.

"Animal issues are people issues,"say Pam Roger, Director of the Kentucky Humane Society.

Due to weak animal cruelty laws Kentucky has been labeled as one of the best places for an animal abuser to live.

"Our animal cruelty laws are very weak. They don't require shelter for a dog for example. We don't require the animal to be forfeited if it's an abused animal and the person is found guilty and that's just ridiculous,"says Rogers.

"You would think if they are convicted of a crime you would think they shouldn't have pets anymore but to know that that's not the case, I just don't understand that,"says Lisa Henderson, Active in Animal Welfare.

Kentucky is the only state that does not consider having fighting dogs a felony.

"Already this 6 month old pit puppy was already being groomed for the fighting pit. They do the starvation, exposure to the elements, and this friend as a result of calling animal control nothing happened
she reached out and me and friend went and rescued this puppy,"says Rick Murphy, who rescues abused animals.

They believe demanding change from government is the next step.

"We as humans have to be that voice for them,"says Henderson.

"I've really just gotten nauseated at the torture and abuse I see, and only through lobbying will it get better,"says Murphy.

Rogers adds if you notice animal abuse report it to your local authorities.

The Kentucky Humane Society invites the public to join them in Frankfort on February 14Th for Humane Lobbying Day.
