"I don't think it's up to us to decide what that property owner can do on their own property," says Williams.

BOWLING GREEN, Ky. (WBKO) - You may have noticed more bright colored donation boxes over the last several months.

"We did do an inventory, this would have been about in March or April, and we came up with 52," says Brent Childers, Director of Neighborhood and Community Services for the City of Bowling Green.

Now the city is ready to set the rules for clothing donation boxes. During our short drive on Wednesday we saw at least a dozen different boxes. The number of donation sites isn't what concerns the city, but it's their location. Many have been placed along city streets.

"We feel that they are a safety hazard for vehicles. Also during storms because they are not very heavy, they are 300 pounds, if they are not attached to something there is a great likelihood of a storm coming through and blowing them down the street," says Childers.

Aside from looking at safety concerns the city will also be looking at maintenance issues. We found many boxes are full of clothes and haven't been emptied in weeks.

"If people mistake them for a trash dumpster then we are going to have all sorts of problems there with maybe even some creatures getting in there and we don't want that to happen," says Commissioner Rick Williams.

The city commission hopes passing an ordinance will move boxes closer to buildings and owners will take action by emptying them. As for the number of donation sites, it will still be legal for any commercial business to have one.

"I don't think it's up to us to decide what that property owner can do on their own property," says Williams.

The city commission says they hope to pass a new ordinance as soon as possible.
