The senate passed a sampling bill last week but the house defeated it.
Governor Beshear says he hopes a consensus can be reached in the future so Kentucky bourbon can be spotlighted.
"I think it's very important that one of our signature industries, the bourbon industry, gets to advertise it's wares," said the governor, "and make sure that people all over this world know what Kentucky bourbon is all about."
The bill would have allowed distilleries and wineries to offer complimentary tastings at authorized retail locations.
