FRANKFORT, Ky. (AP) -- A proposal by a Lexington lawmaker to create an external panel to review child abuse cases involving fatalities and near-fatalities, was revived in one committee moments after dying in another.

The bill by Democratic Rep. Susan Westrom would create a 13-member panel of experts to review how cases are handled by the Cabinet for Health and Family Services.

It would also create an Independent Office of Investigation for Child Protective Services.

Westrom's bill was heard Tuesday by the Senate Health and Welfare Committee, but included several amendments that were favored by the chairwoman, Louisville Republican Julie Denton. It failed, but Westrom then went to the House State Government Committee and attached it as an amendment to one of Denton's bills, which passed.

The legislation is Senate Bill 126.
