MURRAY, Ky. (AP) -- Hubbard notified the Kentucky Board of Elections he will run for the state Senate seat held by Murray Republican Ken Winters, the Murray Ledger & Times reported.
Hubbard said at 74, he is running for public office for the final time.
The Mayfield Democrat spent two terms in the state Senate before moving to Congress, where he represented the 1st Congressional District from 1975 to 1993.
He was caught up in the House banking scandal and served time in prison during the 1990s.
Hubbard challenged Winters in 2008. He told supporters in a letter he believes his chances are better in 2012, because many voters supported a straight Republican ticket during the 2008 race.
