Democrats are preparing to claim a big victory with the expected confirmation of Supreme Court nominee Sonia Sotomayor.

They've planned a midday rally today on Capitol Hill with civil rights, minority and women's groups.

The Senate, meantime, continues debate on the nomination, though Democrats have the votes to confirm her as the nation's first Hispanic justice and there is little suspense.

Majority Leader Harry Reid sounded what will be the Democrats' theme: that Sotomayor deserves to be confirmed and she won't be an activist on the bench.

Reid says Sotomayor has a 17-year record as a moderate mainstream judge.

Most Republicans, led by minority leader Mitch McConnell, contend that Sotomayor won't be able to administer blind justice.
