When it comes to getting a license to teach, policies vary from state to state.

A report by a national watchdog group is calling for an overhaul in the way school teachers are evaluated, prepared, licensed and compensated.

The council's president said the variation in policies makes little sense.

One point of contention, only about a quarter of the states provide annual teacher evaluations.

The report said Hawaii, Missouri and Tennessee let teachers go as long as five years without an evaluation.

The Massachusetts Education Commissioner said principals of big schools may not have time to review every teacher every year.

The full report is scheduled for release on June 27, 2007.
