The Kentucky State Dept. of Education is not releasing schools' test scores until Sept. 12, 2007. That's about a month after many students are back in class.

Those results determine which schools must offer transfers, under federal law. So Ky. parents, whose children might want to transfer to better-performing schools under the federal No Child Left Behind Law, won't know if they are eligible until after the school year starts.

Schools falling short of federal math and reading goals are supposed to notify parents of the transfer option before the first day of school. State Education Dept. Spokeswoman, Lisa Gross, said the U.S. Dept. of Education allowed Ky. extra time because of a change in its testing program.
