LOUISVILLE, Ky. (AP) -- The Washington-based National Council on Teacher Quality gives teacher quality a D+ grade in Kentucky, ranking the state 41st in teacher quality. That's not much better than the state did in 2009.

The report says Kentucky's elementary school teachers are not ready to implement the new lessons required by the state's adoption of the Common Core State Standards.

The state did score high marks for its preparation of middle-school teachers.

Phillip Rogers, executive director of the state's education professional standards board, says recommendations made in the report are taken seriously, and have already led to more stringent test requirements for elementary teachers.
