BOWLING GREEN, Ky. (WBKO) -- Earlier this year, Governor Matt Bevin created the Criminal Justice Policy Assessment Council. It's purpose is to determine ways to improve Kentucky's criminal justice system.
Warren County Attorney Amy Milliken is on that council and says the biggest problem to be overcome is drug use abuse. "90% of the individuals who are incarcerated today, are incarcerated because of some kind of drug abuse, drug dependency."
